The European Central Bank (ECB) is starting the test phase for the digital euro. In the long run that could mean radical changes for the whole monetary system. What is behind the concept.

On October 12, 2020 the ECB started the consultation process on the introduction of the digital euro. The digital euro would be a “fast, simple and secure means of payment”, announced the ECB in a press release. And could therefore be an important step into the future.

“People in Europe are paying, saving and investing more and more electronically,” said ECB President Christine Lagarde in the press release. “Our job is to ensure trust in our currency. We must therefore ensure that the euro is ready for the digital age. We should be prepared to introduce a digital euro should this become necessary.”

The digital euro would start as an electronic form of central bank money. Central bank money is based on a claim against the state. Cash is an example of this.

The situation is different with credit balances of private individuals or companies in the accounts of commercial banks. This money represents a direct claim on the respective bank. One speaks then of deposit money.

The digital euro as an alternative to private competitors

Lotzin sees another advantage in the fact that illegal business can be prevented better. However, this also has disadvantages, especially when it comes to data protection.

A digital euro should not replace cash, but complement it. For now, at least. You can see what the future might look like in Sweden, for example. Cash is no longer accepted in many shops there.

So in a way the ECB is lagging behind. Because there are numerous competitors in the digital payment market.

On the one hand, there are cryptocurrencies like Bitcoin. Or the digital currency Libra, promoted by Facebook. Central banks outside of Europe could also gain in importance. The Chinese central bank is expected to introduce the digital yuan for the 2022 Winter Olympics in Beijing.

Digital euro: is cash disappearing?

With the digital euro, citizens could use accounts with central bank money. It can also be used with money cards or payment apps, for example.

“In the future, we will very likely no longer hold physical notes or coins in our hands, but only use cards or something similar.” That’s what Lino Lotzin, managing director of Crypvision, said in an interview with our editorial team.

“Everything is becoming more digital and therefore it is no wonder that the government wants to introduce the digital euro. If you take it seriously, most of our money is only available digitally.”

Lotzin sees advantages in the fact that the digital means of payment will be easier and faster to use. “I assume that it will then also be possible to book transactions in real time. So when I send money to a friend, he has it in his account immediately,” says Lotzin.

The ECB wants to offer a secure digital currency

The aim of the ECB is therefore to provide a European, risk-free digital means of payment. And thus to offer a stable alternative to a worldwide private means of payment. Because according to the ECB, this could be questionable from a regulatory point of view. The ECB also sees risks for financial stability and consumer protection.

“The implementation will certainly be made easy for us,” says Lotzin. “Anyone who pays a lot of cashless payments today will hardly notice a difference – apart from the fact that one sees even less or no cash at all.”

So are we just experiencing the biggest change in our monetary system? Or even the beginning of the end of the banking industry?

“It will change a lot,” says Lotzin. “The banks as we know them today will no longer exist. Unless separate licenses are issued to distribute money. But it will take some time before it comes to that.”

It seems, however, that stocks may be running out of steam in September, with the tech and energy sectors leading the downside. In what was one of the worst days for the market in recent times (23/09/2020), the S&P 500 slipped more than 2% while the NASDAQ fell 3%. This brings the MTD losses for these two key indices to 9% and 5% respectively. While not quite as severely affected, the Dow Jones is also down 2.5% MTD. It may well be the case that stocks usually don’t fare particularly well during this month, but the current decline is starting to look like more than just a seasonal correction.

Although it is still unclear whether this is just a correction or a nascent downtrend, there are several factors at play that could explain the negative dynamic.

Big tech is hugely overvalued

Looking back over the recent rally, we see that tech stocks led the way. This was perfectly understandable as they were some of the only companies that were not only largely unaffected by lockdown and quarantine but actually benefitted from it to some degree. Given the nature of the US economy, every major index has a significant weighting of internet-based and other technology firms in their make-up, so when this sector rises, it drives up the entire value of the basket. But after huge gains over the summer, household names like Amazon, Apple, Netflix and Tesla are now returning to somewhere closer to their fair value, which is dragging down the indices. This is why the tech-focused NASDAQ has lost the most among all the major US indices.

No stimulus plan

It’s no secret that the US economy is heavily dependent on in-person services and general consumption, which is precisely why it was so severely hit by the pandemic-induced lockdown. With many services unperformable for some time, the people who would usually perform them had literally no income. Luckily, the country’s government stepped up and provided its citizens with generous benefit payments of $1,200 per adult (plus an additional $500 for every child). Without this intervention, the consumption of non-essential goods and services would have almost certainly ground to a halt. Fast forward to today and — while many businesses have restarted operations — there’s still an army of unemployed workers who need another stimulus check if they are to have any hope of maintaining their standard of living. Both parties want a deal but simply cannot agree on the size of the eventual package. Until there is one, the previous level of consumption won’t be able to continue, which means many stocks are overvalued.

2.  Where the Company is providing the services of Reception & Transmission of orders and/or Execution of Client orders (, the Company shall ask a Retail Client to provide information regarding his knowledge and experience in the investment field relevant to the specific type of product or service offered or demanded, so as to enable the Company to assess whether the investment service or product envisaged is appropriate for the Client. In case the Company considers, on the basis of the information received, that the product or service is not appropriate to a Retail Client, it shall warn the Client accordingly. Please note that the Company is not required to assess appropriateness in certain cases specified by the Law 144(I)/2007 (for example but not limited to the situation where on an execution only basis the financial instrument concerned is not complex).

On the other hand, the Company shall be entitled to assume that a Professional Client has the necessary experience and knowledge in order to understand the risks involved in relation to those particular investment services or transactions, or types of transaction or product, for which the Client is classified as a Professional Client. Consequently, and unlike the situation with a Retail Client, the Company should not generally need to obtain additional information from the Client for the purposes of the assessment of appropriateness for those products and services for which they have been classified as a Professional Client.

3.  When executing Client orders, the Company must take all reasonable steps to achieve what is called “best execution” of the Client’s orders, that is to obtain the best possible result for its Clients.

Where the Company executes an order of a Retail Client, the best possible result shall be determined in terms of the total consideration, representing the price of the financial instrument and the costs related to execution, which shall include all expenses incurred by the Client which are directly related to the execution of the order, including execution venue fees, clearing and settlement fees and any other fees paid to third parties involved in the execution of the order. The Company shall also send a notice (or shall make available the necessary information through any methods of communication agreed, including the platform(s) used by the Client) to a Retail Client confirming execution of the order as soon as possible and no later than the first business day following execution or, if the confirmation is received by the Company from a third party, no later than the first business day following receipt of the confirmation from the third party, as applicable.

4. Professional Clients are also entitled to a confirmation for the execution of their orders however there is no specific timeframe involved as to when the Professional Client will receive this information. Nevertheless, this confirmation shall be provided promptly.

5. The Company must inform Retail Clients of material difficulties relevant to the proper carrying out of their order(s) promptly upon becoming aware of the difficulty.

6. The Company is required to provide Retail Clients with more information than Professional Clients as regards the execution of their orders.

7. The Company is obliged to enter into a written basic agreement with the retail Client, setting out the essential rights and obligation of both parties.

8. Retail Clients may be entitled to compensation under the Investor Compensation Fund (“ICF”) for Clients of Investment Firms, while Professional Clients are not entitled to compensation under the ICF.

Futures contracts

Futures are exchange-traded derivatives contracts that allow traders to use and trade long and short positions. It is very rare that blue chip companies go bankrupt. This means that there is less risk that the share price of a blue chip will not recover after a price decline.

These are companies that have a proven business model and have used their retained earnings for further growth. Most of them also have a big competitive advantage. This makes it very difficult for other competitors to intervene in their market shares.

Unlike blue-chip shares, stocks that are not considered blue-chip stocks are often traded at prices that reflect their future potential rather than actual balance sheet gains. If this potential is not exhausted, the stock price must adjust at some point.
